To comply with OMB’s M-23-15, released on April 13, 2023, which aims to increase meaningful in-person work at Federal offices, agencies must take the following steps:
(1) Update Work Environment plans based on post-reentry plans, describing current policies for telework and related operational policies and anticipated future changes. These plans should be informed by agencies’ assessments of their organizational health and performance and include details of future changes.
Art of Resolution’s work in organizational health and employee engagement shows that limiting telework/remote work can negatively impact employee morale and engagement. We can assist agencies in identifying the effectiveness of telework/remote work on organizational performance, employee morale, customer service, recruitment, and retention through our customized climate assessments.
(2) Establish routines to assess and optimize changes, monitor progress, and diagnose issues related to organizational health and performance on an ongoing basis.
(3) Identify a set of indicators that may be adjusted over time that each agency-identified major operating unit will use for measuring, monitoring, and improving organizational health and performance, including indicators that support agency assessment of and decision-making related to current and future work environments.
